All Payer Claims Database Policy and Program Development
Freedman HealthCare has become a leader in offering customized project management and support to public-private teams launching All Payer Claims Databases (APCD), which are consolidated data warehouses with claims data from a variety of payer sources designed to inform cost containment and quality improvement efforts. Our firm has breadth and depth of knowledge on health care policy, as well as multi-stakeholder program development, and direct experience executing some of the first APCD projects in the United States.
Freedman HealthCare’s services support the full APCD development process, helping clients to understand data use, craft data specifications, identify or create quality and cost measures, and help determine whether to buy or build their warehouse. We work with technology vendors, including managing the RFP process, to develop a secure infrastructure for data intake, storage, editing and cleaning. In addition, we assist in the drafting of legislation and regulations, gaining political buy-in, negotiating with stakeholders, harmonizing the process with other APCD states, and identifying areas for administrative simplification.
We advise on, and help states produce quality and cost measures, analyze data, disseminate reports to multiple stakeholder audiences, and create a data release policy. Our APCD Team members understand fully the complexities of collaborative organizations, state agencies and the legislative process, and have supported stakeholders through challenging decision making processes that involve controversial issues.
Team members actively participate in the APCD Council meetings, and have been involved with the National Association of Health Data Organizations (NAHDO), including helping to plan the 25th Annual 2010 National Conference in Salt Lake City, UT.Through highly focused client engagements with a strong project management component, Freedman HealthCare enables organizations to implement its APCD from claim lines to policy decisions effectively and efficiently.
