Visualizing Health Care Cost and Utilization Data
In close partnership with Freedman Healthcare, the Rhode Island Office of the Health Insurance Commissioner (OHIC) created interactive dashboards that track healthcare costs and usage patterns across the state. This project, part of the Health Spending Accountability and Transparency Program, was developed with Freedman HealthCare and the Health Care Cost Trends Steering Committee. Using data from the All-Payer Claims Database (APCD), these dashboards provide easy-to-understand insights for healthcare providers, insurance companies, policymakers, and residents to help make healthcare more affordable.
Cost and Market Analysis
Cost and market impact reports examine the effects of health system expansions, mergers, and acquisitions for state health policy and insurance agencies. FHC analysts build scenarios exploring the impact on cost and market functions, access to care, and quality of services. Data analysis includes multi-payer claims data, hospital financial reports and filings, and catchment areas.
Workforce Transformation Analysis
Freedman HealthCare (FHC) designed dashboards using healthcare licensure, wage and employment, and race/ethnicity data. The dashboards show licensees by healthcare profession, median wages for each healthcare profession, and year-over-year changes in employment counts and wages by industry. The dashboards also illustrate the wage progression and career milestones of certified nursing assistants (CNAs).

Rhode Island Biannual Health Information Survey
The Executive Summary Report and Interactive Tool highlight key findings from the data regarding the uninsured and underinsured populations, Medicaid and Health Source Rhode Island (HSRI) enrollment, and cost of care and access.

HealthFacts RI, Rhode Island’s All-Payer Claims Database (APCD), systematically collects healthcare claims data from Medicare, Medicaid, and the state’s largest commercial payers. These tools offer meaningful comparisons and actionable insights for policymakers, healthcare organizations, and consumers, supporting informed decision-making and healthcare transformation.
