Ms. Koonce is a highly organized and capable project manager with experience working in healthcare operations and emergency management. She is skilled at engaging stakeholders, technical writing and presentation design, and using data to tell a clear and compelling story to a wide range of audiences. In her role at Freedman HealthCare, she supports clients in securing federal match funding for the development and implementation of All Payer Claims Databases.

Prior to joining FHC, Ms. Koonce worked as a Project Manager for AFSCME Council 93 and managed multiple union organizing campaigns to support employees in private and public academic settings. Ms. Koonce also served as the Operations Manager for a large-scale COVID-19 emergency response, during which she rapidly deployed hundreds of volunteers to support Massachusetts Local Boards of Health. Before that, she worked as the Program and Operations Manager of an acute residential treatment center, where she planned and implemented protocols that reduced turnover, increased patient satisfaction, and decreased operating cost.

Ms. Koonce earned her Executive Master of Public Health from the Boston University School of Public Health and a Bachelor of Arts in Psychology from Texas A&M University.
